It seems that this kind of practice where they just build apartments and then leave them empty is pretty common place. They actually showed footage of a very high-end suburban area in Shanghai that looked pretty much like "Wisteria Lane" from Desperate Housewives. <br /><br />Apparently the chinese think that as soon as people move in, the value of the apartments starts going radically down. Nowadays, because of the economic boom chinese people think that everything that is new is much more valuable than the old. So in terms of investing, it's actually considered wiser to just keep your precious buildings empty, until you sell them forward etc.<br /><br />What was even more weird, was that real people actually bought those houses from that area and still kept them empty.
